Hi I’ve been rotating all my characters to try and get the mount, but I’ve noticed my level 45 characters get the green loot pumpkin and only my level 50 + characters get the purple loot pumpkin.
All of the reference sites say you can get the horseman’s reins at 45 or higher. Is this a bug?
And if it were do you really think they would do anything.

Your info was probably written during BfA, when that was the case.
As far as ive always known, stuff like holiday mounts have dropped at the base lvl for the current expansion, ie: 80 for cata, 85 for mop, 100 for legion, and so on so the mount dropping at lvl 50 seems to be consistent with that.

That’s an old article and the actual guide is what’s updated. Wowhead isn’t the game itself, so no, it’s not a bug, it’s an outdated article. This is what you need to be reading:

This is a problem that mount collectors face, every time they add a new max level you must be max level -10 to get the epic loot with mounts on seasonal events.
I’ve to level up 40+ characters every expansion to some point in order to get loot on next love is in the air event, besides the really bad drop rate provided on this seasonal rewards.
Compared to other games not only MMOs the reward desing of WoW is really bad, new players wont get this mount unless they’re really lucky, usually you need an alt army.
A fair number of people don’t understand and can’t accept that having an army of alts is really the only way to make progress against those odds.
