I have the task to purchase rations from head Chef Stacks during the community soup event. The NPC does not exist where they normally do. I’ve /tar Head all around Iskarra, the NPC is not here. As such I cannot complete the quest, as I am stuck on this task.

Same here as of 10/7/2024
Trying to do this on my 65 Rogue alt and noticing lots of NPCs missing, unable to do many kitchen tasks because of it (this is on 10/09/2024).
Still an issue.
For any of the missing NPCs, you can fly just far enough away to close the quest, then fly back. You should be able to get another task to complete the quest. Gracus, Erugosa and Head Chef Stacks are all still missing, also the centaur NPC.
