no, but its really QoL to use mayhem instead of havoc.
Havoc is the better dps option. It’s up to you to decide if forgoing that dps is worth it or not for the QoL of removing it.
Havoc is for when the add is the important one, mayhem is for a focus on primary target/boss. This is why you see a lot of mayhem on Kurog.
EDIT: Example of Havoc would be first boss of Shadowmoon. Right before the add comes out you havoc the boss then blast the add. Example of Mayhem would be the last boss of Ruby Life Pools, where you want to blast the dragon and any damage done to the guy is a bonus. Obviously this is looking at these bosses solo and not in context of the rest of the dungeon.
If you know the encounter and pool resources then you will do more damage with Havoc always. It’s better to get off 3 or 4 chaos bolts on your second target than being caught out ramping with incinerate when Mayhem procs. If you are playing more casually then I guess Mayhem would be the call. Mythic Kurog we always used Havoc for optimal burst windows.
