Havoc for single target?

Hi,
I’ve always ran Aff on my warlock but have recently started using Destro. I’ve been digging around learning about the abilities, but I haven’t seen any reference to whether the Havoc ability is strictly for cleave damage. Or can it be used in a single target situation to provide a short damage boost to a single target?

Sorry if this is a noob question. But I’ve recently decided to main a Warlock (a Dark Iron yay!), so I want to get familiar with all the specs. So I am kind of noobing it now I suppose.
