Because it can be used to make new Earthen.
At the very least you should get unique dialogue if you use it.
Also, looks like a nother kingdom fell to a council since there is no longer an earthen king.

Everyone applauds when someone makes a new Earthen with a hammer, nobody applauds when I make a new mini me.

What I would do if I was Blizzard:
Somewhere in the game, there’s an Earthen couple in love. They can be attacked, but not killed. If you attack them with any other weapon, they evade your attack, CC you and teleport you away.
But if you hit them with Val’anyr, they get an instant Earthen baby
