Having issues figuring out what I'm lacking to start cloak

Hi there everyone!

I’m slowly learning about how crappy this corruption thing is and have just realized that the cloak can lessen it’s effect so I pulled up Wowhead’s tutorial on how to get it and it states that the lead-in will occur when I have met all of the requirements. The issue is that I’m not sure what I’m lacking. I’ve got the kul tiras loremaster and I think I’ve picked up all I can as I find it but I still don’t have that starter quest. Is there a common thing that’s usually missing if you can’t start the cloak quest? I see the heart forge but I’m not sure what that is.

Could someone set me straight?

(1) Unlock World Quests.
(2) Do the Naz’jatar Intro
(3) Unlock Essences (Magni shows up with the quest a bit into the Naz’jatar storyline.)
(4) Start the Wrathion cloak chain! (Quest pops up automatically when you go back to the main BfA faction hub once other stuff is met.)

More or less what this guy said. Once you get the quest to go to chamber of heart from Magni in Naz’jatar you’re good to go. The quest in the cave scenario boosts your neck to 50 so I would avoid doing ANY wqs/emissaries until AFTER you’ve done the quest because all your AP is wasted until then.

Thanks very much sir. I’ve already got my neck to 57 so I imagine that ship has sailed but I will figure out what to do next after reading through the current links.
