I been hearing different sources now and I feel little confuse. Currently my enchant are haste with mastery gems.
Have you simmed yourself to see which is more favorable to your DPS? Early on it was Mastery for me but as my gear level advanced I found Haste began to give a bigger benefit. Only way I would have known this was by simming myself each time I got gear from a mythic + or raid.
Without going into details…Haste for single target, Mastery for multi, a healthy mix of both is good.
Simming always recommended.

Can you post a link to your lock or your stats or something?
Like looking at the stat weights is good but Mastery gains a lot of value on multi-target and there’s a good bit of that in Uldir. So looking at your stat weights I have no clue if you only have like 700 Haste and like 1500 Mastery or whats going on with your stats.
I would enchant your weapon with Haste and gem/enchant everything else with Mastery.
The difference isn’t that big either way as Mastery and Haste are close in value. If you really want, you can go to the “top gear” option on the raidbots website and choose different enchants and gems and change the number of bosses or type of fight.
I generally sim ST, 2T, and Hectic Add Cleave and that’s it. Then I just ask myself which scenario I run into the most or which is the closest to a certain scenario and make a decision. Like there’s no option to sim Zek’Voz but you can sim ST and Hectic Add Cleave then make a decision based on that.
The other worthwhile note here is that haste is generally ahead of mastery for the other specs (and very ahead for Destro), so if you ever play the other specs on a reasonably serious level, haste is probably going to be a better option for enchants and gems even if mastery ends up simming a bit better than haste for Aff for you.
Well if icy veins is right mastery is the best.
Its also not as bad if your off spec for pvp either as it adds mitigation for dest and pet dmg for demo(which is where most of your non cast time dmg is from).
