Haste buffs not matching

There seems to be an issue with some of the external haste buffs and I imagine it’s been an issue long before 9.2 began. I went on my disc priest to test PI because I didn’t believe it actually gave me the 25% haste increase like it states it provides, and my percentage ended up increasing by 27%. After I noticed this, I went on my main, fire mage, and wanted to test the Time Warp (30%) haste increase to see if it would actually give me the 30% or if that percentage would be off also. The first time I used it, it gave me a 40% haste increase with nothing else proc’d that I noticed. I told a buddy and he told me to try it again with all my gear unequipped and when I did that, it gave me the flat 30% haste increase. That leads me to believe it’s something to do with my gear. Here is my current gear on my fire mage who I was testing the Time Warp buff on:

I don’t know how to upload screenshots from my testing to show, or if that’s even possible so sorry about that.

Does anyone notice them having a similar problem with haste buffs like Time Warp, PI, troll racial, etc. or have ideas as to why they appear to be giving the wrong amount of haste?

Haste has Diminishing Returns after a certain point, as do all stats.

From what I remember reading, you dont get diminishing returns from timewarp/lust since its a flat percentage gain but you do get it from procs from like trinkets since those are specific amount gained. I’m pretty sure Power Infusion should fall into the BL/TW category since its a flat percentage, if not they either have a serious bug, or they need to update their definition of flat percentage not getting DR to specifically lust buffs.

This doesn’t happen with hero/lust as that’s a raid-wide buff, that’s understandable. Punishing someone because their spec’s best stat is haste by not giving them the same bonus from a raid buff would be silly. PI is a personal buff, even if it’s on someone else.

The DR is also applied to Torghast powers and such that give a % bonus.

Haste buffs multiply. ((1 + (your haste / 100)) * 1.25) - 1) * 100

Here is what I googled up about DR:

This penalty is as follows:

  • From 0 to 30%, there’s no penalty.

  • From 30% to 39%, there’s a 10% penalty.

  • From 39% to 47%, there’s a 20% penalty.

  • From 47% to 54%, there’s a 30% penalty.

  • From 54% to 66%, there’s a 40% penalty.

  • From 66% to 126%, there’s a 50% penalty.

  • You can’t get more than 126% from gear rating.

They changed them in SL so if you are still use to expediential scaling may answer some stuff.
