This was never in the original notes or datamines at all. So i wouldn’t put any stock into it.
Apparently it was someone’s idea of a practical joke.
They baited us with the intervene tooltip in beta by rewording it to say it would intervene spells.
That was probably the most devastating rug pull I’ve seen. 
intervining spells would be amazing give us the option of spells or a melee and let us spell reflect what we intervine
What’s truly insulting about this is that this used to be a thing we could do.
