Did all the quests (a bit out of order). The argent outfitter sent me to LHC (again) and I went there and completed the quest. No quartermaster in LHC and the ogrimar one just talkes about LHC.
Anyone get this to work for them?

yep only way to get it as horde atm
does the SW one actually sell them? and where exactly in SW is it?

That may be true, but the Argent Quartermaster in Stormwind was able to sell to me (as horde) whereas the Argent Outfitter in Org did not
Just an update. They fixed it later last night. I was able to go there and get stuff from Oggrimar. EPL is still missing though
