On the bug report forums there was a discussion about this quite a while ago, and WCL as well as other damage tracking do not track the HoJ procs accurately.

I just got done testing. HoJ isn’t bugged, recount is. Other damage meters might be as well. Basically, when you get a proc off a white hit, recount is ignoring the actual extra strike from HoJ, and looks for the next swing, and records that as the extra strike. As for proc rates, I saw about 2% chance over thousands of hits.
