I killed Hymdall and Hyrja, and when I go to Fenryr’s side he doesn’t show up. There’s a bunch of Valarjar Marksman and Valarjar Falconer instead.
Tried both in Heroic and Mythic difficulties.
What’s going on?
Those NPCs are normally present in the instance, so their being there wouldn’t be the reason you’re not finding Fenryr.
After trying all sorts of combinations, apparently the reason why is because I had hidden the Talking Head display, so Odyn never said his speech when entering the zone.
I’ll have to confirm tomorrow after the reset.
Did you check both possible spawn points? On non-mythic + modes, the doggo can spawn either in the bear area or the vrykul area of that part of the instance. The paw tracks tells you which one it is.

I had completely forgotten about that. For the size I thought they were bear paw tracks 
In addition, in every run I had done of this dungeon (even back in Legion) Fenryr was in the same spot, hence my confusion.
I entered the dungeon again and the area was reset… and Fenryr now was at the “usual” spot
