Hallow's End Scarecrow Pepe / A frightening friend achievement

Anyone else not seeing Pepe in his scarecrow costume in their garrison? Hallow’s End started today and I can’t see him. I have the other costumes that I know are a pre-requisite and my garrison is level 3. Only regular Pepe is there on the tree.

Anyone got ideas? Thanks so much! I need that scarecrow Pepe!
