None of the Hallowfall weekly quests for Spreading the Light are rewarding reputation this week. They are all giving me bonus resonance crystals because it claims I have done them already this week. Again I have not. This now makes it so it is impossible to gain repuation with Hallowfall. This needs to be fixed.

This isn’t quite accurate, as [most of] the rares and the Spreading The Light bonus objectives are giving rep. I’ve gotten over a level and a half this morning alone.
That being said, I also observed what you’re referring to regarding the weekly quests from the lesser keyflames. I found it odd to be seeing “your warband has completed this quest” on a weekly quest the first time I was doing it for the week.
I have not been getting any reputation with any of the rares there either. It’s almost like my account wasn’t reset this week.
