Just reporting for me that the crystal never changes color and stays in lightmode. I keep missing beledar’s spawn.

Same here. I keep hearing the NPCS talk about it, and my friends mentioning it when in parties, but I never see it myself. Just permanent Light version.
Have you completed the Hallowfall leveling campaign? Sometime in the campaign Beledar turns dark and then, after some more quests, back to light. I believe you need to complete at least this part of the campaign to start experiencing the Light-Void cycle.
