The guild vendor and guild charter folks are not where they are supposed to be (where they are normally). SW guards still mark the map of where they are supposed to be normally, but they are not there. I thought it just may be something with my account, but I verified with another player that the two NPCs are not there.
Most likely quest phasing, maybe even Chromie time. Start with finishing. Abandoning quests does not always change the phase. But also have Chromie return you to normal time.
