The Tabard design is my armor and shirt not sure if bug.
It is a visual issue. The tabard is equipped the lower part of the tabard is my shirt color and the top half looks as is the Tabard is unequipped.
You can unequip the tabard and My character looks what one would look when a tabard is not equipped.
