Is it possible to take guild ownership away from a current guild leader who hasn’t been on in a very long time, one of my guilds would like to keep the guild name and what not into TBC, but the gm quit the game a while back without passing ownership and has shown no sign of coming back even for tbc. Is there a way to get guild owner passed to an officer if the gm has been gone for a certain amount of time?

Yes definitely message them. I did this to revive my Vanilla guild as the GM hadn’t logged in for two years and they were really good about the whole thing.
