Let me first state that I have already reported this to Blizzard and they told me to post it here as they said there was no current fix for my issue.
On the 29th of October I reached exalted with The Tillers. I have not received any quest to begin the Mossy Boulder quest so that I am even able to remove it. When I finished the exalted status Farmer Fung stated that 'it was time to remove the boulder' from my farm. However no quest had popped up for me to do that. I am 'best friends' with Farmer Fung already in case it was an issue with also being exalted with him. I waited several days and have logged in and out of my character to check the issue with no avail. I have also done the dailies everyday wondering if maybe it would pop up afterwards, but it has not.
I placed a ticket with Blizzard and they had responded that this: "This is apparently a new bug that has been found by a number of players. There is not too much information but I assure you it is being looked into. Although, at the moment, there is no fix."
They then asked me to put this in the forums so it would be looked at and other than that.. wait. So is anyone else having this issue? No, it's not life or death, however when I make my gold off of selling crops it's a little more than frustrating. Thanks in advance for taking a look.

Having the same issue.
you need to do all of the vote quests before you can get rid of the mossy boulder.

I have gone through and visited all the Tillers separately and complete the daily quests every day I can to see if it will pop up and still have had no luck in it yet. I've gone through the Wowhead posts and have Quest addons as well so I can track and find quests with no avail.

I am too having this problem and Blizz told me to start the quest to remove the boulder and I replied that the quest isnt there

When I got exalted I didn't get the quest to remove that rock right away either, I noticed that I was still on one of the vote quest chains and I had to complete it to get that quest.

Im having the same issue. No Mossy Boulder Quest offered, been weeks, tryed everything what a lame bug issue. Tickets to Blizzard always without fail for me are answered with pass the buck garbage. I'll be watching this post to see if u guys find an answer.

As stated in this thread... have you gathered all the votes? If you don't have them all, you will not be offered this quest. Go back and find where you left off.

Was having the same problem of the mossy boulder quest not showing up, and found the answer here, being that I need to complete all of the vote quests. Thanks!
Now, it's still a bug for Blizzard because they can fix it by putting in a quest that helps you check off all the missing votes. My support ticket will reflect that.

Having the same issue...
You have to get to best friends with all the tillers, and do all the quests. Doing all the normal quests and all the daily quests is not sufficient. Go farm dark soil and get to best friends with each individual tiller...or cook for them, or whatever you can do to get there.
Haohan Mudclaw specifically is the one that moves the boulder. He won't do squat for you until your reputation with him specifically is high enough.
Additionally, make sure you picked up the dog...might not matter, but just in case the chain somehow depends on that missing step. He's lying in the bushes just northeast of the big carrot plot I think there in front of halfhill.

Reputation with the Tillers members plays no part in unlocking the farm. The only thing it affects is being able to do the quest A Second Hand and the gifts from the tillers both of which do not affect unlocking the farm.
I have alts whos reputation with Haohan Mudclaw is as low as Stranger and their best reputation with any member of the Tillers is Acquaintance. They have completed all the farm unlock quests including Growing the Farm III quests and even taken control of the farm.

I have finished this on 10 toons and now on this my 11th the boulder quest is not popping up..Seeing as I have done it already 10x it is not something I am doing wrong.

This is 100% wrong..I was not best friends with any of them on any of the 10 toons I finished the entire quest line with previously..

I thought I had a problem with one of my toons as well but after reading an earlier post I can confirm that you have to kill Yip-Yip ( Farmer Yoon gives you this quest eventually) before the mossy boulder quest appears and Thunder comes and batters the boulder off your property (lasts 15 minutes btw)..This toon is exalted with the Tillers but not particularly friendly with any of them
Thought i had the same issue see its posted here but I didnt see anyone say if you plant 2 carrots 3 witchberries and 3 cabbage and 4 melons you could harvest the plants the same day you get the quest replant to get the plant part, shovel out (unless you need em) and turn em in. thus negating the wait but ties up your farm for those plots. 10 toons with gperks and whatnots got the quests after revered i think? So glad blizzard sluffs you to the forums instead of answering a simple question... but seems to be their thing. let someone else fix it. best of luck
edit: the order is 2 carrots 3 cabbage 3 witchberries and 4 melons case you want to plant for 2 quest in one day and then the next at revered you get 12 plots.

This won't really fix the issue, but just out of curiosity, did those of you that are having this issue stick around after turning in the quest where you kill yip yip? In the cinematic-ish part, you had to light one of the candles at the shrine. I am wondering if you turned in the quest and left right away, before participating the the candle lightning, if it throws a wrench in things.
