This bug was around at least since last season, but if you accept a group of players to a premade raid, when they accept the invitation, it removes the raid listing from the queue.
I’ve had this issue since Shadowlands, FYI.

Thanks for your addition. I didn’t do as much raiding in SL, but started doing more pug heavy groups with friends in season 2. Sad to hear it’s a longstanding bug.
Can raid lead or assist re-open the listing, if they notice?
Yeah, they have to relist it in the group finder each time they accept a group of players, but I believe all the people that were pending in the queue will get kicked out since it’s delisted and they will have to sign up again. At first I thought maybe it had to do with a cross-faction issue, but my friends who raid lead said it’s just when they accept a group of players. It is not game-breaking but definitely a bit of an annoyance.
This is important.
If the raid can relist with no impact, that’s the kind of workaround that may cause the development team to not treat the bug with urgency.
But kicking all the current applicants is a much higher impact. The kind of thing that may give enough priority to be worked sometime before the heat death of the universe.

This has been around since Legion at the least; I remember seeing it quite a lot back when auto-accept was available for all world quests.
