At first I chalked it up to the new expansion hype. Then to people being busy, and then- briefly to it being an oceanic problem. One of these is false and the other two? It’s been long enough now for people to have resumed farming old content.
But nobody is. Groups are not there, I go into legacy looking for a casual nighthold or burning throne run and there is next to nothing there. A “private” firelands or some guy looking for help with an ICC achievement, that’s it.
I know it’s not me. The group finder lists more or less everything. So what’s going on? Are there so few people left? Has blizzard done something ELSE stupid to make two expansions old content some impossible dream?
People are doing SL content and groups are usually full, ques are less than 1 min what are you talking about

Why would people do something that has been there for so long now when new expansion is out? literally came out month ago?

Folks are likely still mostly busy with the new expansion.
Try building your own groups? It may take a bit but there are surely others in the same boat as you.
Why would you expect people to be running old content en masse right now? We’re coming up on three months since the launch of a new expansion. This isn’t five months after the final expansion patch.

People farm tmog on old content once there’s nothing left to do on the current xpac, that’s how it goes.
8.3 BFA toward the end there was always a big list of Dazar’alor and Antorus mog runs up
Scaling is FUBAR and Ion’s official stance is “9.3’ll get it”.
I think this is more or less an alliance specific problem. I can’t present proof for that but the evidence I’ve seen others produce suggests alliance player base is much lower at the higher end of gameplay.
I don’t know if this same pattern holds in older content.
Raids from two expansions ago are not the higher end of gameplay.

first: scaling in older content is still stupid, even though it was an expansion or two ago.

I think we’ll see more of this down the line. People are waiting for better gear to be able to cheese BfA/Legion raids. Anything older has probably already been farmed to death by anyone interested.
Bet you by 9.2 you’re going to see a lot of it for BfA raids.
I’d like to respond to you properly … but you’re Alliance so you’re obviously dead and not really here, which is unfortunate. It was very nice not knowing you.
This early in an expansion I don’t have the mindshare to notice the Holiday events, much less care about redoing old content that I saw 100 times over when it was current.
