In Desolace, I killed the elite and completed the Tempting Fate quest. I am not on any mount as I am 36. There is nobody here to turn the quest into. I tried /reload but still nothing.

Did you see if popping into Meta form made the NPCs appear?
IIRC, that quest chain is related to Meta and the NPCs are phased out if you’re not in the form.
I tried that, it didn’t work, but waiting for another Lock to do it, I was able to turn in right after the lock killed the elite
