The Grim Batol entrance portal does not appear to be functioning correctly if you are (I think?) in the middle of an old questchain, as this is an in-season dungeon would be nice if this could be fixed to be easily acccessible if you are unable to complete the questchain or for a variety of alts in the middle of it.
