There’s a level 20 pandaren hunter who was constantly killing the quest giver in the early stages of Jade Forest. I killed him several times with my nelf priest, and now he hasn’t respawned

Thats not griefing as the quest npc is made killable with design intent to be killed.
That hunter is just doing what Blizzard has allowed him to do

This has been going on for a while, same was happening multiple days a few weeks ago over and over and over.
While killing a flagged NPC isn’t griefing, doing it for a length of time over and over is. There’s a difference between “part of the game” versus specifically malicious.
People will always argue any behavior is okay because “it’s technically allowed!”, but in reality land “legal” things can be crappy to do.

People quest in Remix?
EDIT: This was a joke due to the high popularity of power leveling strats 10-70 in 3hrs.
You can, but Blizzard isn’t gonna do anything about it.

They do and in great numbers I can assure you. Started questing with a newly created DK earlier and it was maybe me and one other person around. By the time I got to the third round of quests, it was almost overwhelming with how many players suddenly appeared.
There are certain conditions that need to be met to report for griefing when it comes to PvP:
