This happens on both Classic and Retail, i run or fly anywhere even if i have been there before and the green circle shows up. I had problems with battle.net not seeing my installed games. The first time it renstall the whole thing or close to it. and worked fine. The second time it only did a partial install and i get the green circles. The wirdest thing is that it happenes even when i was there before, like New Dal almost every time i go it need to download contenet.
That’s the background downloader getting your installations caught up on content it couldn’t download before you started the game.
If you wait for the download to complete before entering the game, that won’t happen.

What Sniperorc said is correct:
You’re making the incorrect assumption that the data being downloaded somehow corresponds to the area you are in, and the further incorrect assumption that since you’ve been to that particular area of the game (as you mention, New Dalaran), it shouldn’t be downloading anything.
The game is downloading data in the background. It’s not necessarily downloading “the area you are in.”
This is pretty much the answer. I’ll just add that personally, I have seen the green download circle pop up even when the launcher says my game is updated. It’s rare, but I’ve seen it.
Just let it do its download thing, and eventually, you’ll be good, and it won’t show anymore.
