This has been happening on my Evoker so far this week. I have all the Delve/World requirements met to reward a pick from 3 pieces next reset, but the last option has been stuck at “Complete Tier 2 or higher Delve” even though I have completed quite a few Tier 4+ and it still remains stuck at that requirement. Just this morning I did a Tier 4 to see if it would change, and nope, still complete tier 2 or higher.

Same here I’ve completed Level 7 Delve but level 6 is the highest reward in the Great Vault for Delve.

So in case you didn’t know. Each vault slot is based on the lowest level of that highest level particular requirement for it. Meaning, if you’re doing the World row. In order for the last box to have something higher than tier 1, you’d need to do at least 8 different objectives that are in the Tier 2 range or higher. Let me give you and example how it works:
Reward slot 1 - Lowest level of the 2 highest objectives you’ve completed (if you’ve only completed 2). So for example, you do a level 3 and a level 4 delve. The piece would be from the level 3. In order to get it to be a level 4 reward, you’d need to do another delve of level 4 or higher. If you want it to be a level 616 reward (which is level 8 delves), you’d need to do 2 level 8s. This continues with the next 2 reward slots
Reward slot 2 - This item level is based off the highest of 4 lowest levels you’ve done.
Example. You do a L3, L4, L5, L5. You’re reward would be a level 3 in this slot. However, you’re first slot would be a level 5. If you want this a level 5, you’d need 4 level 5s done.
Reward slot 3 - This item level is based off highest of the 8 lowest levels. In order for this to be top reward, you need to do 8 level 8 delves. Then all 3 slots would be 616.
Here’s also an example of what you’re vault would look like if you simply leveled up your delves and only did 8 total.
So you’re completion would look like this
L1, L2, L3, L4, L5, L6, L7, & L8
Reward slot 1 would be a L7
Reward slot 2 would be a L5
Reward slot 3 would be a L1
Another example of a mixture of delve levels
L4, L5, L6, L7, L7, L8, L8, L8
Reward slot 1 would be a L8
Reward slot 2 would be a L7
Reward slot 3 would be a L4
I hope I didn’t make this more confusing than it is. It just sounds like you haven’t done enough of the required level of content to get the higher rewards.

If that’s the case, they should really update the hover over information to say “Complete 2/4/8 tier 2+ to increase this item level” because having it just say “Complete a Tier 2 or higher to increase this item level” is very misleading once you have already unlocked those slots.

I did nothing but level 8 delves and even tried one level 9 but the 3rd slot is still at tier 1.

Same with me. Sometimes when in a group some will get credit but not others.
I’ve been doing nothing but T8 on my DK; a reward is still stuck at T1
This is either a bug or they really need some clarification
