Does the great vault base your first item off of the highest dungeon ilvl, or that specific dungeons loot table + ilvl?
Its random from the entire pool with the ilvl based off your higher M+ completed.

The vault does M+ loot by the highest key completed and the loot is from any dungeon.
Alternatively, the vault does raid loot by the highest difficulty of the bosses you have killed but only loot from the bosses you have killed can be awarded. (e.g. you can’t get Fyrakk loot if you’ve never killed him)

That’s kinda lame, I thought we could at least target loot by dungeon.

I wish it wasn’t targeted for raids. It would be cool to get a 480+ Broodkeeper’s Promise.
For dungeons its completely random across all dungeon loot tables, for raids it pulls from the bosses you killed, but the catch is say you only kill tindral and fyrakk, well it will also pull loot from the previous 7 bosses too. Meaning that you can only really target loot from the first 2-3 bosses, after that the pool becomes so large that its pointless to target bosses.

I liked it before when we could target raid gear 
Agreed, but blitz decided that being able to target gear was too powerful and heavy handedly nerfed it.
I wouldn’t really consider that a great vault question… more of an alright vault question.
