I did a quick search in the forums under professions for the great sea ray mount and came up with nothing so I decided to give an update. You can actually still catch this mount. Took me a little over 8,400 casts but I finally caught it. It does not have to be fished out of a school. I was at the Port of Zandalar fishing near that ship that comes and goes. It can get really frustrating…but keep fishing. Good luck!!

When first put in it had a very high drop rate…cause of that it bottomed out AH prices to almost nothing…so they changed the drop rate to very low now…back when it first came out I caught 4 of them in matter of a hour…guild mate got 9 of them in couple hours in open ocean area.
I think they have a high initial drop rate for fishing mounts on purpose to get them in the game and generate interest in catching one among other players.
When the sea turtle first came out, caught 5 of them the first week. After that, never caught another one.
