This is an item rewarded for reaching reputation 4/5 with Soridormi. The quest she gives you rewards you with this item to choose to guarantee that you get a missing mount or pet from the next time rift you complete. Currently however, it does NOT disappear after you finish a time rift and stays with you. I also can not click it off because it stays on and doesn’t register as having been used up. So I have had it on for the last 4 time rifts and it keeps awarding me the mounts I’m missing. Now in essence this isn’t a “breaking immediate fix needed” bug but it’s also kinda like…the majority of the currency farm has been taken out from this item bugging out lol.

2 questions… how in the holy hell did you already reach 4/5 rep?? ive been wondering how to farm her rep but only found rift quests and the new dungeon bosses as rep givers. and this same bug appears on the regular encapsulated destiny as well… as i have that buff permanently on my toon right now and im only 1/5. getting alot of cosmetic drops… so not complaining!
