Hello folks, anyone experience or has experience that when you move the graphics look like they are tearing ? kinda like if you have beer goggles on?

Yes I’m having issues with my framerate dropping from 60 fps to anywhere between 45 fps to 4 fps!!! I’ve never had any issue with this before. I played the Beta on Ultra with no problem. Now were live and my fps is going insane! I’ve tried everything from checking my power settings, checking my direct X, switching from my comp graphics card to my external (which is more powerful), disabling all addons, resetting my UI, lowering my settings by half and still massive drops!
i personally don’t know if is drops because my fps dont drop is just like if my character has beer goggles on. i move the camera and its like if i turn the things will kinda drag with my camera movement.
