I had to hearth back prematurely without completing the quest line there since my bags were full and there wasn’t a vender there in sight. How do I get back??? The “boat to nazjatar” is inside the Boralus walls, is it an NPC or is it along the coastline??

You should get the Tundra Traverlers Mammoth from Dalaran. I think it is like 19k gold if you are exalted with whoever that faction is. Kirin Tor?
