Experiencing an issue in Gorgrond where my Outpost in nonexistent. I’ve gone through the entirety of the quest chains on WoWhead and used that little copy/paste script thing that shows if a quest is completed by “true” or “false”. And every single quest chain in Gorgrond is marked true. Just in case, I’ve flown around the entire zone having my minimap enabled with “low-level quests” to see if there was anything I might have missed and haven’t come across any.
I’ve went to the location where Thaelin Darkanvil is supposed to be standing along side the table that allows the option to pick which outpost you want, and he isn’t there. Nor is the table. Side note, I recreated my Druid (the character I’m experiencing this on) in Legion and has since been my main where I’ve gone through and completed a ton of old content. Thought maybe whatever issue it is that I’m having is that maybe it’s because I’ve faction changed this character a couple times over the years since Legion? But that’s just a wild guess and thought that might have something to do with it but obviously I have no clue.
“After taking a look, I see that you are experiencing an issue with the quests in “Warlords of Draenor” where the Gorgrond Outpost is missing. While there are no known issues we’ve yet identified, we encourage submitting a bug report so our developers can look into this. Given there are no known issues, we don’t have any official workarounds. Make sure you have all the necessary quests done so you can build the Gorgrond outpost. The list of quests can be found in the link below under the title “Unlocking Your Outpost”.” - from the GM I submitted a ticket about this issue.
Checking the forums and WoWhead comments, this has been a reported issue since 2014. 
The hub at Highpass where the Lumber Yard/ Sparring Arena is supposed to be is mostly empty but has a functioning FP, a Labor Golem (Thaelin’s Companion with no Thaelin), and a horde NPC named Glyza right next to it that’s hammering at nothing. Along with a couple other NPC’s. It’s also worth mentioning that I don’t have a garrison ability when in Gorgrond, despite having completed all the quests here, to my knowledge.
Not really sure how to go about fixing this problem. It’s preventing me from achievements and Garrison followers. Though I do understand I can make a new character and redo everything for the achievement. (Prove Your Strength) Buttttt, I don’t want to do all that.
