The tool-tip says this pet is available in LFR and Flexible. Does that mean it is not available for my running the raid now that’s legacy?

As long as you’re running SoO on normal, you’ll have a chance at it.

Also, fwiw you can queue (solo) for LFR versions of old raids by talking to the NPC near the entrance of those raids as well.

The LFR for MOP can be accessed through this NPC up at the Seat of Knowledge

Still drops in Normal and LFR and I can verify I have received it in both versions.
