This for sure. War mode is a ghost town. I turned on war mode and the slime for the ret hidden artifact was just waiting for me.
You can try Argent Dawn server. Rares are almost always up. No one’s there.

Why would someone level in war mode?
You can’t see people leveling cause they’re either in:
Chromie time
BfA leveling default
Even if someone was in chromie time while in war mode you still can’t see them as they have their own “phase”

Ive heard of people taking advantage of scaling and getting rares on low level chromie time characters. Maybe you could do that?
War mode is dead mode, unless we all meet at the Sparks FFA
