Pretty much any big bad WoW used that would be willing to actually finish off a target rather than just rough 'em up and send them on their way. Also the Jailer gave him heart disease.

The reality is that we can’t know for sure.
People make comparisons about characters from different universes without understanding that characters from different universes can do different things because the laws of physics of those universes are different.
If Garrosh and Goku fought, they would fight somewhere, in some universe. And that would decide the rules of the fight.
If they fought in the Warcraft universe, Goku would be limited to whatever a Monk can realistically achieve in the Warcraft universe.
And if they fought in the DBZ universe, then Garrosh would be capable of the Galaxy-busting feats of power DBZ is famous for. He just has to train hard for it, something Garrosh knows well how to do.
And if they fought IRL, it would be just UFC.

Already seen Goku vs Garrosh play out in the tournament of power.
Patrick Seitz reprised his role as the voice of the otherworldly bald Warrior whose anger fuels his power. Aka, Jiren.
Heck, even his fighting style, the raw strength and grappling techniques rather than fancy martial arts reflects his Garrosh-ness.

Is Super Saiyan the extent to which he’s powered up at the point he engages Warcraft, or is it current Goku but not allowed to use any form above Super Saiyan?

When Goku fights he has to be careful about his abilities cause he can destroy the earth. I don’t think any character in WoW has this level.

I mean vegeta from saiyan saga can destroy earth (with a significant effort.) so the bar for that isnt very high in dbz. I would hazard a guess to say around 18-20k.

Theldurin the Lost would solo the DBZ universe.
This is a dwarf who saw Deathwing destroying stuff and went “I’m gonna punch that dragon in the face!”.
and then did exactly that.

Yeah but he was just aimlessly running around and he was punching dragon aspects in the face and cleaving elementals with his fist.
Imagine what would happen if he ever threw a serious punch.
