As much as I want to say this is true, I think this is objectively false because I don’t think goblins gained their intelligence till gnomes gained the curse of flesh. Goblins are however lore wise just as intelligent as present day gnomes are.
EDIT: Just to clarify though. I am not certain. I have to refer to some of the lore right now to be sure and I am a little too lazy for that now.

Accually it’s the Kaja mite that makes them so smart, so it really depends on how long they lived on kezan, idk though.

Goblins are not reliant on Kajamite anymore though in the present lore. According to the current lore the intelligence of goblins is now baked into their DNA so to speak. Going without Kajamite for long periods of time or even many generations won’t make them dumber anymore.

According to lore goblins and gnomes are in fact just as intelligent as each other, but they just use their intelligence in different ways. Goblins tend to use their intelligent for merchanting/marketing skills and stuff that will gain them gold and then tend to do only what is needed to get a project done and up to par so it can be profited from. Gnomes tend to do things for curiousity and out of the benefit of exploring and unraveling natures mysteries or personal accomplishment. It is important to keep in mind though that this varies faction to faction and goblin to goblin.

Talking facts though. Lore wise gnomes have been known for making inventions that have been catastrophic failures leading to the harm of many innocent people and making defective and volatile inventions. A lot of it depends on the faction and timeline.
PS: I can provide references for this claims if needed.

You’re thinking too small. Not surprising, given that half of your head is filled with demon puke. If you’re trying to usurp a guy as Trade Prince, wouldn’t you make sure he has a few strategic accidents along the way?
