The quest “Rolling with my homies” was bugged on two different characters. The beams of light were not present and neither were the npc’s I was needing to pick up. Abandoned quest, relogged, remade a toon and no luck. Ended up bailing on this and moved on to a different alt.

Temporary fix, but you can get a friend to Warlock Portal you right out of the tutorial so you can start in one of the other Horde starting zones.
Rolling with my Homies seems to be suffering from an intermittent flagging bug, meaning sometimes when you pick it up it’ll work, sometimes it just won’t.
