No players around to attack or be attacked by nor do I have War Mode on, so I assume this is due to the fact I’m hated with the goblin factions (never finished getting The Insane, let alone restoring my rep), so a faction reassignment for this particular mob might be in order.

Having the same issue, honestly very annoying. They are there when I leave the area and return, no war mode used at all

Guard just killed me twice. Very rude.

Agreed. 3 guards attacked me, a shaman healed me, and a warrior came to help.
All of us died lol 
It can’t be your faction rep. I’m neutral with all of the goblin factions and I’m still being beaten up by guards.
