It’s called an eyebrow pencil. It’s why males don’t have any at all.

If you want to be consistent, then you also have to argue that Thrall and female orcs have penciled-on eyebrows too. Which sounds absurd.

They use crushed up beetles to make the colour-- it’s the only thing that really takes to sensitive goblin skin without causing rashes.
Male orcs shave them off to look more macho when the sweat drips off their brow in battle.
