What are some the differences and advantages of going with one or the other?

There’s no level you have to pick by, it’s just that your choice is final whenever you do decide.
Gnomish engineering specialises in utility devices (shrink ray etc) whereas goblin specialises in explosives.
For PvP goblin is the better choice since only goblin engineers can craft Sapper Charges. Which means if you aren’t a goblin engineer you’ll have to buy them from someone else at an inflated price.
For PvE it really doesn’t matter than much, the main choice is if you want your transporter to Gadgetzan (Gnomish) or Everlook (Goblin).
If you’re doing it for pvp you actually do both. You make the items in one, unlearn it and level the other so you have all useful items from both.
Make all the Gnomish stuff, then drop it and go Goblin.

If you are a try-hard you level Gnomish to make all the neat items (shrink ray, mind control cap, etc) and then you level Goblin for the bombs.
If you only want to do it once then you gotta choose the special items vs the bombs.

As mentioned…
Gnomish (PvE) = more reusable gadgets (trinkets, helms, etc)
Goblin (PvP) = more explosive based (grenades, bombs, etc)
You do not have to pick BY a certain level, but you can pick once you are 200 and level 30 i think.
Also as mentioned. You level up first and go gnomish to make all the gadgets you can / want to use. Then you drop engin and relevel. Then you Soothsayer to Goblin. Reason being, gnomish is mainly make the item once and done. Goblin, you need to keep remaking bombs or you buy them all on the AH.
Prefer Gnomish because the TP to Gadget is infinitely more useful than winterspring.
I just get one of my goblin engineer friends to craft the goblin stuff for me.
Generally you’ll go 300 gnomish,. Craft everything, them drop it and level again to 300 goblin for the sapper charges, then u have the best of both
Level gnomish get the trinkets. Drop eng, re level goblin
This is false. You cannot use sapper charges as Gnome Engineer. It requires Goblin Engineering to use them.

If you wanna min-max raiding you’d go goblin for sappers, idk about gnomish.
