Why did other races keep their + to weapons but not gnomes?

Gnomes use to be +dagger skill than I think in WoD or later they just gave em haste, I thought.
gnomes never had +dagger skill

Actually they did until WoD… Just found it on WoWpedia. So why do the other races get to keep theirs?
