Tested on a High Mountain Tauren and a Night Elf at max level. Both have the Glyph of the Aerial chameleon glyph applied which is supposed to select a random flight form that you know every time you use it. I know all of the flight forms including flames of Anu’relos.
All of the flight forms are selected in the rotation except the base form which is the Storm Crow for the Night Elf and the Eagle for the Highmountain tauren.
I have not tested this on other druids but I can only assume it is the same.
We should see our base racial form in the rotation.
