I collected 12 satchels for the world quest in hallowfall and it said I failed the quest, and it indefinitely is always 12/12 and I can’t actually complete this quest now.

I also experienced this issue. I had obtained 4 of the satchels in a previous iteration of this world quest; i wonder if that is contributing to its failure.
update: I received credit for this WQ after leaving area then re-entering it.
