Can I get this if I don’t do all the achievements on a single character?

The achievement “I ain’t even cold” cannot be done by a max level character.

So if I unlock some of the achievements on my paladin, my druid will be able to get the Glory of the Legion Hero artifact appearance?

Yep! I mixed and matched. A few done on different characters. You’ll get the appearance on every character you’ve unlocked the base on once complete.
