How do you unlock Glorious Cluster of Gilded Undermine Crests? I know it costs 45 Rune undermine crests but it’s not showing up.
This sounds like the same 45-to-15 bundle that you get to purchase for outgrowing prior crest tiers. I assume you aren’t geared to high enough level that you can never use another Runed crest as an upgrade?

Likely by no longer needing the lower one to upgrade the gear, basically upgrade all gear past the runed.

Once each piece of gear is item level 658 or more you unlock the Runed to Gilded upconvert.
Note this is not your average ilvl but the ilvl of every piece.
Upgrade every slot to 658. Once you upgrade every slot to the point they no longer need a certain crest, you get the achievement, the reduced crest cost for upgrading alts, and the option to buy up at 3:1
