It was cool, but it was problematic in pvp. That and devs didn’t want it to conflict with those needing to compete with other tanks that needs a shield (which is kind of not a good excuse considering blood dks).

we all can dream that one day blizzard will turn that talent into a proper 3rd dps spec for warriors

Figure an easy fix would be add it back. Reduce its effectiveness in pvp. Just tune the numbers. Was so fun running around as dps with a shield
Hopefully the proper way. Because they did try to do what you said, but they ended up reducing it to fodder level trash and people just immediately dropped it for pvp. I can’t remember how it did for pve with the first couple of nerfs since I was still mainly spending my time doing pvp at the time.
Man I remember those days it was awesome I had a good time; although it was incredibly broken.
It would almost need to be an entire other spec within the class instead of a talent due to how much tuning would be needed for abilities. As a talent too much needed to be reworked within the spec.
