Glacial Fragments bug in Necrotic Wake

Before I submit this to the bug section I wanted to see if anyone else was having this issue in The Necrotic Wake.

When I enter the room of the 3rd boss, Surgeon Stitchflesh, the 100% proc rate of the “Icebringer” legendary ceases to work, and damage of glacial fragments is miniscule compared the the rest of the dungeon.

I have several runs reproducing this result and I can’t find anything other than it being a bug to justify it. Anyone else noticing this?

I’ve also been having this issue. It seems to happen on any on uneven surfaces or surfaces where that are floating or have a floor below it. I’ve had the same bug occur to me both in same section of Necrotic Wake and in various open world areas like Halls of Atonement, for example.
