Because Blizzard prefers to waste time and resources by patching torghast than doing something relevant and necessary.

I think I recall the modeler did this simply by attaching the tail as a cloak for those who think this is something difficult that will cost Blizzard months of modeling hours. Also this heritage armor would be so superior. I’m really unhappy that the jacket blizzard made isn’t one piece, but is part pants and part chest. Makes using either separately really lousy.

If simply attaching the tail to the cloak/tabard skeleton can make it look so natural looking, imagine a tail with actual unique tail movements. It would look even better that it already does!
We already have the tail skeleton on worgens in game right now as I type this. Now just attach the tail model and add animations to it. ;D
