This is probably just shouting into the void - but it would’ve made a lot of sense to give us full talent points for Hero Talents in pre-patch, and then reset them to zero when TWW releases so we have to re-earn them as we level.
This would’ve given so much data in current content on balancing and fixing classes over the next month. Instead we get all of the class/spec tree changes and adjustments without the hero talents they were adjusted around. Making -all- play for the next month meaningless (from a data standpoint).

They’re already testing that stuff in Beta in actual TWW content though.
Why would they give a level 80 perk to a level 70 character? You have to level your character to earn those.

Hero talents aren’t balanced for current content, they’re balanced for level 80 content.

It would be incredibly inbalanced if they did that, more so than it already will be considering as you level you get them so the ones at the end of the 70 bracket being played with a toon at 70 would make some specs so overpowered.
I suppose - but right now we’re just getting class/spec talent changes that are “balanced” around Hero talents - meaning every class at 70 (during pre-patch) is imbalanced.
I’m not trying to be impatient about it - I just think live-testing these changes across the entire player-base over the next few weeks is -way- more data than what they get in spurts in Beta testing.
