The transmog set you get awarded while questing through Exile’s Reach is missing the boots.
At one point during the quest chain you’re directed to buy an item from the supplies npc, alliance version is named Richter.
Could the matching boots for the transmog sets be added to that NPC so we can get them some place to complete the set?
The boots being the item we can purchase along with the jerky or tabbard would be a great place to add it.
The shields that were made would be a great addition somewhere as well.

There are crafted items from BFA professions that can give you a matching appearance if you don’t want to wait for Blizzard to add them.
You can find the titles from “same model as” under the wowhead links for each armor type here. They posted about the missing boots awhile back.

Good to know, I’ll check that out.
Still really odd you don’t get any boots while leveling through the area though.
My niece kept asking when she’d get some shoes as she was playing a monk and still has none after leaving the area.

I agree! I was confused when I finished the zone, as well.
Yep, the vendor would be a pretty simple place to add it. Or just find a quest without a reward and add it there.

It seems like there would be some good opportunities to add them! You can buy the weapons that you don’t have from a vendor in stormwind.

If it is a bug or oversight, this is the correct forum (sometimes it can be hard to tell), but if not, they probably won’t see any suggestions here. Usually others will direct you to post those over in the general forum.
I’ll have to go find that npc.
Seems like an oversight, but who knows.
Seems odd for a class to exit the area missing a piece of armor.
I picked up a random green that I was able to use for a little bit of a boot upgrade, but she didn’t.

I agree. The professions all can craft some low level boots, so I would check the auction house. If you filter by level and armor type you can see if one of those might help for the time being. Otherwise, there will most likely be a pair from questing at some point relatively quickly.
That NPC with the swords is the same one from the storyline, could even add the boots there. During the questing would be more useful.
I went ahead and crafted the plate ones on another character to learn the appearance.
May do similar for her character or just look for a questing drop.
